His journey began with caring for a disabled sibling, which inspired his career and ongoing service on the STARC board.

As a trained counselor, Parr has spent seven years providing specialized therapeutic services to neurodivergent adults, developing innovative approaches to foster independence and growth. His expertise extends to adolescent behavioral health, where he worked intensively with teens facing complex emotional challenges.

Parr holds a Master's degree in Behavioral Psychology from Purdue Global and completed special education studies at the University of New Orleans. During his 18-year tenure with St. Tammany Parish School Board, he consistently achieved 80%+ improvement in student outcomes through evidence-based strategies.
